PURPOSE:To relieve the load of transmission control software by recovering serial data, by-passing recovered serial data to correct an ill effect due to the change in the content of a transmission signal. CONSTITUTION:When a serial-form reception signal Si converted by a level converter 3 changes from a mark state, 'H' level into a start bit state, an 'H' level and this change is detected by a start bit detector 6, a synchronous clock generator 7 is started, and the synchronous clock generator 7 generates a synchronous clock S2 risen at the intermediate point of the start bit. Thus, a serial transmission/reception microcomputer 19 uses the synchronous clock S2 to sample an input data and fetch the data in the reception state, and a sampling circuit 8 generates a reception bypass signal S3, which is transmitted to the next device as the same data as the received by this device.
