PURPOSE:To make a steel coil lockable without necessitating any special clamping operation, by having two flat plates, whose intermediate part is pivotally supported by a hinge, projectably housed in a cavity of the base plate installed in a hold bottom. CONSTITUTION:A base plate 8 is embedded in a hold bottom 1, while a locking member 9 consisting of two flat plates is housed in a cavity 15 of this base plate 8. One end of one side of the flat plates of the locking member 9 is coupled with the base plate 8 with a hinge 11, while these flat plates are connected with each other with a hinge 10. A projection part 12 is formed in a tip of the other side flat plate of the locking member 9, while a hole 13 is installed in a proper spot on a bottom surface of the cavity 15 of the base plate 8. At the time of being housed inside the cavity 15 of the locking member 9, dimensions of the cavity 15 is set so as to cause a surface of the locking member 9 to be flush with that of the hold bottom 1. Plural locking devices are installed on the hold bottom 1 so that if the projecting part 12 of the flat plate is inset in the hole 13 of the cavity 15 and the locking member 19 is projected out, a steel coil 5 is supportable in a stable manner.
