PURPOSE:The fiber precursor which is prepared by allowing a specific element to exist in the reaction system containing a Ti alkoxide and an alkali metal hydroxide is roasted to enable inexpensive production of the titled fiber which is used as a material for removing static electricity not through alkali titanate. CONSTITUTION:Fiber precursor is prepared by allowing a compound of an elementary of group III-VIII of the periodic table (other than carbon, nitrogen, silicon, titanium, oxygen and halogen) to exist in the reaction system consisting of titanium alkoxide of Ti(OR')4 (R' is alkyl which may be substituted, alkenyl, cycloalkyl) and an alkali metal hydroxide and/or an alkali metal alkoxide of B(OR'') (B is alkali metal; R'' is alkyl which may be substituted, alkenyl, cycloalkyl), then, the precursor is roasted to give the objective fibers.
