PURPOSE:To permit the feed free from meandering by attaching a suspension piece suspended at the vertical angle part of an isosceles triangular guide member onto the bent part of a cut article folded into two parts and allowing the guide assistance in throttling by the guide assisting members. CONSTITUTION:A cut article A folded into two parts along the longitudinal direction at the center is allowed to pass in two-folded state between a pair of guide assisting members 13a and 13b of an isosceles-triangular guiding member 11, and a vertical angle part 11a and a suspension piece 12 suspended from the vertical angle part 11a are attached onto the center folding line from the inside of the cut article A. Then, the vertical angle 11a and the suspended piece 12 receives the holding action of a pair of guide assisting members 13a and 13b, and the cut article A can be developed to one piece free from meandering. The cut part A developed by the guide member 11 is guided between a pair of collars 15a and 15b of a tension rod 15 and cut to prescribed number of pieces of tapes by a cutting tool, and taken-up.
