The base station includes a sending unit, configured to send a data packet to user equipment by using a radio resource on a first frequency band, The base station also includes a receiving unit, configured to receive feedback information sent by the user equipment, where the feedback information is used to indicate whether the data packet is successfully sent. The sending unit is further configured to, if the feedback information indicates that the data packet fails to be sent, send the data packet to the user equipment by using a radio resource on a second frequency band.
