Following the turning of the loading ring 32, a sliding connecting piece 47a of a deviation base 47 slides the inner circumference of a deviation guide plate 51. Since a deviation lever 45 to support the deviation base 47 is energized in the counter-clock-wise direction by a spring 46, on the way from the turning of the loading ring 32, in accordance with the shape of the last half part of a deviating guide plate 51, the deviating base 47 deviates from the loading ring 32 to the outside.
