PURPOSE:To provide a surface treating agent having an excellent effect of improving the dispersibility of a filler to be dispersed in a high-molecular medium and an excellent effect of lowering the viscosity of a high-molecular medium contg. the filler, containing a polytitanoxane having a specified hydrophilic group and a specified lipophilic group as an active ingredient. CONSTITUTION:An alkoxytitanium condensate (e.g., a tetraisopropoxytitanium condensate) is reacted with a sulfonic acid, an org. phosphoric acid or an org. carboxylic acid to prepare an organotitanium condensate (polytitanoxane) which has a degree of condensation of 2-10 and in which 10-90% of free substituents are composed of an OR, group and a hydrophilic group of formula I (wherein R1 is an alkyl; R2 is a 2-3C alkylene and the reminder thereof is composed of a lipophilic group selected from among those of formulas II, III and IV (wherein R3 is an 6-24C hydrocarbon group; and R4, R5 and R6 are each a 2-18C hydrocarbon group). The polytitanoxane is used as an active ingredient to obtain the desired surface treating agent.
