PURPOSE:To improve specially the data compressibility of dither image data by rearranging respective bit patterns of a dither image data block and executing the interleaving processing for the number of columns of a dither matrix size. CONSTITUTION:A pattern converting means 6 blocks dither image data DD to an image block BD with a said dither matrix size (4X4), and the arrangement of the bit pattern is rearranged so that it can correspond to respective thresholds of the said dither matrix and the threshold can form the sequence in respective column directions of the above-mentioned matrix. An encoding means 7 receives serial image data LD and executes the interleaving processing of this. Thus, further, a black picture element is collected to one place and the runlength is improved for both black and white. Next, an MH (modified Huffman) encoding part 4 encodes serial encoding data ID outputted by the encoding means 7 with a runlength method and forms encoding image data MD.
