PURPOSE:To eliminate the flicker of a moving image at the time of converting an interlace signal to a non-interlace signal, by detecting an input signal and the minimum value of a difference signal between each two output signals of a line memory and a field memory, and on the other hand, deriving 1/2 of the sum signal of said two signals, deriving a signal corresponding to said minimum value from them, and using it as a line compensating signal. CONSTITUTION:A video signal V1 is inputted to a 1H line memory 21, and its output is inputted to a field memory 22. Subtracters 23-25 derive the difference signal of each two signals among said signals V1-V3. Absolute value circuits 29-31 derive the absolute value of said difference signal, and the minimum value detecting circuit 32 decides the minimum value therefrom. Adders 33-35 derive the sum of said two signals. 1/2 coefficient multipliers 36-38 set this sum signal to 1/2. A selecting circuit 39 selects a signal corresponding to the minimum absolute value of the difference signal, from the output of the coefficient multiplier and outputs it, by the deciding signal of the circuit 32. A signal from the selecting circuit 39 is used as a line interpolating signal to the moving image. A selecting circuit 40 selects the output signal of the circuit 39, when a motion detecting signal MDS shows the moving image.
