PURPOSE:To enable control of tilt at a low speed and to permit control of jump up at a high speed, by a method wherein a low speed forward reverse running driving circuit, in which a tilt switch is situated, and a high speed forward reverse running driving circuit, in which a jump up switch is located, are connected to an electric motor. CONSTITUTION:In an electric circuit, running and driving an electric motor 8 at a high or a low speed, a door switch 12, a key switch 13, a tilt up switch 14, and a tilt down switch 15 are respectively connected to an input port 18 of a microcomputer through a time constant circuit 16. With the door switch 12 closed when a door is opened, the electric motor 8 is rapidly run and driven, and moves a steering wheel 5 rapidly upwardly. With the door closed, the door switch 12 is opened, and when the key switch 13 is controlled to on ON-state, a tilt wheel 5 is rapidly moved downward. With the tilt down switch 15 turned ON, the electric motor 8 is reversed at a slow speed, and a steering wheel is moved gradually downward.
