PURPOSE:To sharply shorten a processing time and to miniaturize a device by tracking the outside border of an area, putting a label number with a picture element in the area, tracking the inside border when space exists and putting the label number with the picture element in the area. CONSTITUTION:A decision means 4 decides whether each picture element is in a first state which the picture element is a first labeled picture element of the scanning order in the labeling area or in a second state which the picture element is the last picture element of the first main scanning line of the scanning order included in the space in the area and the picture element adjoined to the direction of the last picture element or in a third state which the picture element is the other from the picture element in a first and second state. An outside border tracking means 5 tracks the picture element in the outside border of the area with the first state picture element as its starting point and puts the label number with the picture elements located in the reverse directions putting the labeling area between on each main scanning line. An inside border tracking means 6 tracks the picture elements in the spatial border with the second state picture element as its starting point and puts the label number of the picture element reversely adjoined to a sub-scanning direction with the picture elements located to the side of the main scanning direction putting the space between. A label number writing means 7 puts the same label number as that of the picture element reversely adjoined to the sub-scanning direction with the picture element in the third state.
