PURPOSE:To restrain the axis of a valve body from oscillating by providing a stopper having at its end portion a surface to engage with an uneven portion formed on the outside circumference of a valve body and also an operating element to control movement of the stopper on a fixed member encircling the valve body. CONSTITUTION:A control valve body 11 on the circumference of a spool valve 10, a non-magnetic substance ring 12 and a yoke 13 are integrally joined. An uneven portion 20 is formed on the outside circumference of the spool valve 10. A stopper 21 forming a surface to engage with the uneven portion 20 and a piezoelectric element 22 to control movement of the stopper 21 are provided inside a control valve body 11. Therefore, flow rate of the operating fluid will not change suddenly even if the electricity to a solenoid 15 is turned off because the stopper portion 21 restrains the axis of the spool value 10 from oscillating.
