The present invention addresses the problem of appropriately performing transmission power control of an uplink control channel when the number of component carriers (CC) that can be set for each user terminal expands beyond that of an existing system. Provided is a user terminal characterized by having a transmission unit, which transmits an uplink control channel, and a control unit, which controls the transmission power of the uplink control channel, wherein the control unit controls the transmission power of the uplink control channel on the basis of the number of resource blocks constituting the format of the uplink control channel, and/or on the basis of a payload including a cyclic redundancy check (CRC) bit in said format.
