PURPOSE:To prevent lowering in the discharge starting voltage due to pressure decrease and to prevent damage in a discharge gap device by maintaining and sealing the pressure in the device at or above the atmospheric pressure under the normal temperature, and setting both ends of the discharge gap length close each other to the extent by which no discharge occurs. CONSTITUTION:A discharge gap device 26 is sealed with such as glass or metal while the pressure therein is maintained at a level equivallent to or above atmospheric pressure under the normal temperature, and further both ends of the gap length of a discharge gap G arranged therein is set close to each other to an extent by which no discharge occurs under the application voltage. Hence, as pressure decrease in the device 26 does not occur, lowering in the discharge starting voltage can be prevented. Also, as the arc resistance of the gap G does not increase so that arc energy generated within the device 26 is suppressed in the case that the following current flows in the discharge gap G when shut-out of the following current or the like is performed, accidents due to damage in the gap device 26, damage in an insulator 2, and the like can thus be prevented.
