It comprises a first braking roller 1 arranged at the exit from the reel 2 on which the continuous web 3 is rolled up and a second, intermediate roller 4 arranged between the braking roller 1 and the reel 2. The first roller 1 is connected cinematically by means of the gear assembly 6 to an electrical machine 5 which produces a torque with resistance proportional to the speed of unwinding of the continuous web 3. It also comprises an electronic circuit for regulating the short-circuit current which circulates via the rotor-type winding of the electrical machine 5. This circuit comprises a voltage-regulating unit 8, a timer unit 9 for delaying the start of braking and an amplifier unit 10. There is also a potentiometer 11 associated with the timer unit 9 for regulating the delay time. Deceleration is progressive and smooth. It applies especially to balers (baling presses). <IMAGE>
