PURPOSE:To prevent a major accident by inputting a detection signal transmitted from a load detecting means to an arithmetic means, operating an unbalanced load and performing the decision of abnormality based on the unbalanced load. The detection signal thereof is input to the arithmetic circuit composing an equipment monitoring device, an abnormal state (unbalanced load) is discovered by the work of the equipment monitoring device and the generation of a major accident can be prevented.
