PURPOSE: To sure prevent closure of a nozzle in an open plate according to a solidification of a melted material in the case of starting by starting flooding of a granulating hood after a target circulation amount of the material is obtained. CONSTITUTION: In the case of starting, a slider 8' of a starting branch 8 is opened. Thus, first, a flow of water and granules is guided into a starting tank 9. The tank 9 is disposed under a level of a water-granules-flow-out part 6 to provide a water draining unit 16 and hence no stay occurs. That is, cooling water entering under high pressure via a cooling water introducing unit 5 forms a water ring 19 on an inner wall of the hood 1. In this case, an open plate 2 and a cutter 3 are not cooled by the ring 19. After the target passing amount of the melted material is all guaranteed in the nozzle 2, the slider 8' is closed. As a result, the hood 1 is flooded with water by the stay generated thereby. Supply of the cooling water after the flooding is performed is adapted to a request of moving type of the wet granulator.
