Polyelectrolyte membrane capsule comprises a semipermeable membrane (A) and enclosed active material. (A) consists of a biocompatible, non-toxic polyacid (A1) and a polybase (A2) which is a polymer formed from repeating monomer units of formula (I), with R1 and R2 same or different in the various units. (R1 = H or Me; R2 = CH2NH2, imidazolyl or gp. (i); R3 = H, Me or Et). (A2) may include (a) additional, hydrophilic, compatible, uncharged monomer (II) units and (b) additional, water-soluble, biocompatible polymers (A3) which can be crosslinked to (A2). Pref. (A3) are condensation products of HOOC-(CH2)n-COOH (n = 0-8) and NH2-CH2-(CH2-NH-CH2)m-CH2NH2 (m = 1-4), and can be crosslinked with (A2) by using epichlorohydrin. Suitable uncharged monomers are N-vinylpyrrolidone; N-vinyl-methylacetamide and/or vinylcaprolactam.
