PROBLEM TO BE SOLVED: To reduce a code amount required to encode offsets and to improve coding efficiency.SOLUTION: A variable length encoding unit 13 applies variable-length-encoding to an index indicating a classification method of a class of a coding block unit having the largest size determined by a loop filter unit 11, and also applies the variable-length-encoding to a parameter about an offset value for each class determined for each coding block having the largest size on the basis of a binarization process by using a truncated unary code.SELECTED DRAWING: Figure 1
