PROBLEM TO BE SOLVED: To distribute an appropriate application to a user terminal.SOLUTION: A management server 1 stores a plurality of advertisement applications related to stores, and stores store information associating a distribution server 2 for distributing the advertisement applications with a store corresponding to the distribution server 2. The management server 1 distributes any of the stored advertisement applications to the distribution server 2. The management server 1 receives use information on the advertisement applications in a user terminal 3 included in the communication area of the distribution server 2 from the distribution server 2, and manages the received use information. The management server 1 determines the congestion level of a store corresponding to the distribution server 2 by using the store information at prescribed timing, and updates the distribution of the plurality of advertisement applications to the distribution server 2 on the basis of the use information on the advertisement applications on the store and the congestion level of the store.SELECTED DRAWING: Figure 1
