The motion estimation part 16 performs first filter processing for calculating an estimated velocity vector V1(n) of a tracking target 200 on the basis of data at an observation position P1d(n) of the tracking target 200. The velocity vector smoothing processing part 20 performs second filter processing to data specifying the estimated velocity vector V1(n) to calculate an estimated velocity vector V2(n) for display.
