PROBLEM TO BE SOLVED: To guarantee the reliability of a telephone number when providing a telephone service.SOLUTION: A Web server 20 includes: an ID cooperation unit 23 which requests from an external cooperation site 41, which manages a user telephone number to be used for call connection to a user telephone terminal 11, the access right of the user telephone number, and acquires the user telephone number from the external cooperation site 41, on the basis of the access right acquired by a successfully authenticated user PC terminal 12 according to the request; and a session indication unit 26 which designates the user telephone number acquired by the ID cooperation unit 23, to initiate a call connection to the user telephone terminal 11.SELECTED DRAWING: Figure 2
