PROBLEM TO BE SOLVED: To save power of a mobile device by improving radio resource usage efficiency in session maintenance.SOLUTION: A UE110 establishes a session with a server 150 through radio communication with an eNB120a, and transmits a session maintenance signal for maintaining the session, using a radio resource allocated to the session maintenance signal. An MME130a identifies time-out time set for the session maintenance signal for each session established by the UE110, decides a radio resource allocation cycle to the UE110 according to the minimum time-out time within the identified time-out time, and adjusts a transmission cycle of the session maintenance signal by the UE110, based on the decided allocation cycle.SELECTED DRAWING: Figure 1
