PROBLEM TO BE SOLVED: To apply a magnetic field to a magnet material filling a core 22 from a radial direction without disposing a generation source of a magnetic field on an outside in a radial direction of the core 22.SOLUTION: A radial direction magnetization part 30 including a high permeability part 32 and a low permeability part 34 is made to face the core 22. A magnetic field of axial direction magnetization parts 40 and 50 is applied to the radial direction magnetization part 30 from an axial direction Da.
