PROBLEM TO BE SOLVED: To shorten a time required until a CPU starts a normal operation.SOLUTION: A CPU monitoring device 12 comprises a monitoring part 15 and a diagnosing part 19. The monitoring part monitors runaway of a CPU. The diagnosing part diagnoses the monitoring part from power activation until a power-on-reset period ends. The diagnosing part allows the end of the power-on-reset period when the monitoring part detects the runaway of the CPU. The monitoring part comprises a monitoring timer counted by a counter. The diagnosing part diagnoses as runaway when a count value of the monitoring time exceeds a predetermined value.SELECTED DRAWING: Figure 3A
