The present invention addresses the problem of providing a device and a method which produce liquid droplets more finely than in the conventional case, to exhibit an excellent, high penetration into the skin, and which provide such a high moisture retention capability as to maintain a longer moisture retention time than in the conventional case. In order to solve the above-mentioned problem, the present invention is configured to condense water vapor through mixture of water-vapor flow and gas flow inside a flow path or outside a flow path, to allow liquid-droplet jetting flow to be formed. |
