PROBLEM TO BE SOLVED: To provide a channel controller, a system and a channel control method capable of improving the quality of a session to be newly established while preventing influences on session already established.SOLUTION: The channel controller includes: a session management section 13C that detects a session to be newly established based on a packet of a protocol for controlling establishment of the session between an information processor and a server unit; a channel selection section 13D that selects a channel having a low load from plural channels connecting between information terminal unit and the server unit; and a channel control unit 13E that establish the channel selected by a transmitter unit on the selected channel.SELECTED DRAWING: Figure 8
