PROBLEM TO BE SOLVED: To improve coding efficiency or to realize reduction in the amount of calculation.SOLUTION: An image decoding method comprises a step (S201) of obtaining buffer description definition information from an encoded bit stream, a step (S202) of generating an initial setting reference list, a step (S203) of obtaining reference list rearrangement information from the encoded bit stream, a step (S204) of rearranging the order of the pictures included in the initial setting reference list according to the reference list rearrangement information, and a step (S205) of decoding a picture or a slice to be processed using the buffer description and the reference list obtained by the rearrangement processing.
