PROBLEM TO BE SOLVED: To provide an off-road system from a cellular phone network in which each cellular phone carrier can be shared, as required, without limiting the cellular phone carrier, and can be started to use efficiently by Web authentication system.SOLUTION: On a non-3GPP network 11, TWAP 33 leading to the authentication server 23 of a cellular phone carrier NW and TWAG 34 leading to PDNGW 24 are provided, along with a wireless AP 31. The wireless AP 31 inquires the setting information for connecting with a carrier NW 12 to the TWAP 33, constructs a plurality of wireless NWs in accordance thereto, receives the information for web authentication from a cellular phone 21 by temporarily paying a private address for the cellular phone 21, and inquires the 3GPP authentication server 23 via the TWAP 33, thus off-roading the data of an authenticated cellular phone 21. |
