PROBLEM TO BE SOLVED: To accurately grasp a degree of comfort while considering the privacy of a user.SOLUTION: An air conditioning control device 1 comprises an environmental data acquisition section 14, a biological data acquisition section 13, and an air conditioning control section 16. The environmental data acquisition section 14 acquires environmental data that is measurement data related to an environment of a facility F from a temperature/humidity sensor 9 installed in the facility F. The biological data acquisition section 13 acquires biological data that is measurement data related to a biological reaction of a user from a wearable terminal 4 fitted to the body of the user in the facility F.
