PROBLEM TO BE SOLVED: To prevent crosslinking of scraped toner and prevent toner clogging and toner falling in a cleaning device which has such an arrangement configuration of rotation so that the surface of an image carrier carrying residual transfer toner approaches a cleaning member from below.SOLUTION: A cleaning device comprises: a cleaning member which scrapes toner from an image carrier; a spiral conveyance member which conveys the toner scraped by the cleaning member; and an agitation member which agitates the accumulated toner by oscillating with the rotation of the conveyance member. The cleaning device has such an arrangement configuration of rotation so that the surface of the image carrier carrying the toner approaches the cleaning member from below. The agitation member is folded at the position where the conveyance member is brought into contact with the agitation member, and the tip of the oscillating agitation member is positioned on the rear side of the seal member lower than the upper tip end of the seal member attached to a housing in order to prevent leakage of the toner accumulated in the cleaning device.SELECTED DRAWING: Figure 2
