PROBLEM TO BE SOLVED: To arrange an infrared cut filter so as to surround an LED to cut light having a wavelength in an infrared region that hinders color reproducibility of a CCD that is an imaging element, and prevent heat from the LED from being transmitted to peripheral members including a light guide member.SOLUTION: An illuminating device comprising a light emitting element 144 and a long light guide member 130 guides light from the light emitting element 144 in the inside of the light guide member 130 and irradiates an irradiation target body with the light from a light emitting surface 132 in a longitudinal direction, where a hole part 134 is formed in an end face (light incident face) 131 of the light guide member 130 toward the longitudinal direction; the light emitting element 144 is arranged in the hole part 134; an infrared cut filter 135 is provided on the inner face of the hole part 134, the infrared cut filter cutting light having a wavelength of an infrared region, of the irradiation light emitted from the light emitting element 144.SELECTED DRAWING: Figure 7
