PROBLEM TO BE SOLVED: To provide a portable storage medium processing apparatus which prevents a defective card, a card jamming in process of processing, or a card stopped in an issuing apparatus due to power failure or the like from being illegally prepared, or prevents an unissued card from being included in normal cards.SOLUTION: An IC card supply part 14 picks up an IC card 12 from an IC card storage part 13. An encoding part 15 inputs data to the IC card. A check part 16 determines whether the encoding has been properly performed or not. When the check part 16 detects an encode error as a result of checking the encoding and the encode error occurs, a punching part 20 as punching means punches the defective card, and the card is stored in a defective storage part 17. A non-defective card is conveyed to a printing unit 18, and is discharged to a discharge part 19 after expiration date or the like is printed thereon. |
