PROBLEM TO BE SOLVED: To improve an inefficient design of a NAL unit header according in such a conventional method that nal_ref_flag and nal_unit_type are assigned bits respectively even in a case where a value of the nal_ref_flag is determined according to a value of the nal_unit_type uniquely.SOLUTION: A moving picture image prediction encoding device comprises: input means which accepts inputs of pictures constituting a moving picture image; and encoding means which encodes the pictures to create compressed image data and encapsulates them into a NAL unit together with NAL unit header information. The NAL unit header information includes nal_unit_type. The encoding means decides the nal_unit_type to uniquely specify whether or not to use encoded picture data for reference when decoding another picture.SELECTED DRAWING: Figure 1 |
