PROBLEM TO BE SOLVED: To prevent unauthorized registration of biological information, in a simple method.SOLUTION: A biological information acquisition section 111 acquires biological information of the same type, from a plurality of fingers, in accordance with an ID 121. A feature data generation section 112 generates feature data 122 to be used for collation, from the biological information. A feature data generation section 113 generates feature data to be used for calculating similarity between a plurality of fingers, from the biological information. A similarity calculation section 114 compares the feature data, to calculate similarity between the fingers. A registration determination section 115 determines whether the feature data 122 can be registered or not, on the basis of the similarity.
