PROBLEM TO BE SOLVED: To suppress the occurrence of convergence when images captured by a monitoring camera are collected through communications and to highly efficiently collect captured images relating to specific suspicious persons.SOLUTION: When a communication device (11b) receives a suspicious person information request message transmitted from a fixed monitoring device (1a), a monitoring control device (15b) determines whether or not a suspicious person having features similar to suspicious person features contained in the received suspicious person information request message is included in monitoring images stored in a monitoring DB 14b. When it is determined that the suspicious person is included therein, the monitoring device extracts the monitoring image in which the suspicious person is included, from the monitoring DB 14b; generates a suspicious person information response message containing at least image data of an area in which the suspicious person is included in the monitoring image; and causes the communication device (11b) to transmit the message to the fixed monitoring device (1a). |
