PROBLEM TO BE SOLVED: To provide an output device and the like which even when the number of sheets exceeds predetermined upper limit number of output sheets, can continue the output of the sheets without causing stagnation of operation and deposit output costs corresponding to the number of the sheets exceeding the upper limit number of output sheets.SOLUTION: The output device comprises: job receiving means that receives an output job for each user; output control means that acquires an upper limit number of output sheets and accumulated number of output sheets for the user of the output job and when the total number of sheets obtained by adding the number of output sheets to be used for the output job to the accumulated number of output sheets does not exceed the upper limit number of output sheets, permits execution of the output job; job executing means that executes the permitted output job; and billing and settlement means that bills a charge required for the number of excess output sheets and settles the charge. The output control means permits the job executing means to execute output jobs for the number of output sheets corresponding to the charge when the charge is settled.SELECTED DRAWING: Figure 11
