PROBLEM TO BE SOLVED: To achieve the effective utilization of a green light time in a cycle when a recall request for a third phase is not made.SOLUTION: There is provided a traffic signal control device 1 for outputting a third phase &phgr;3 being a recall object in response to a recall request. The traffic signal control device 1 includes: a storage part 102 for storing a signal light color and the number of step seconds in each step about first and second phases &phgr;1 and &phgr;2 being not a recall object and the third phase &phgr;3 being the recall object; and a control part 101 for performing signal control in accordance with the signal light color and the number of step seconds in each step. The control part 101 is configured to, when a recall request for the third phase &phgr;3 is not made, perform selection processing of selecting either the first phase &phgr;1 or the second phase &phgr;2 instead of the third phase &phgr;3. |
