The present disclosure discloses a washing machine decelerating clutch and a washing machine. The decelerating clutch includes: an input shaft (1), an input shaft sleeve (2), an output shaft (13), an output shaft sleeve (12), a gear case (5), and a gear mechanism that is disposed in the gear case (5); the input shaft sleeve (2) sleeves on the input shaft (1); the input shaft (1), the input shaft sleeve (2), and the output shaft (3) are connected to the gear mechanism; the output shaft sleeve (12) is fixedly connected to the gear case (5); and the gear case (5) is connected to the gear mechanism. The washing machine includes: an inner drum, an impeller for stirring laundry in the inner drum, a gear case (5) in which a gear mechanism is disposed, and a driving device for providing power to the inner drum and the impeller; the inner drum and the impeller rotate in opposite directions to each other under driving of the driving device to stir laundry; the gear case (5) is connected to the inner drum and transmits a driving force of the driving device to the inner drum; and the gear mechanism in the gear case (5) is connected to the impeller and transmits a driving force of the driving device to the impeller. The above washing machine decelerating clutch has features of simple and compact structure, safe and high efficient transmission, long service life, and low noise.
