The present invention is provided with: a reference gas supply source that adds a reference gas that is a noble gas to a carbonization gas; a combustor that combusts the mixed gas of the carbonization gas and the reference gas and sends out an inspection gas; a gas rheometer that measures a flow rate of the inspection gas; a gas concentration measurement device; and a computation control device that determines the flow rate of the reference gas (noble gas) in the mixed gas from the concentration of reference gas, determines the amount of carbon component generated in the carbonization gas, determines the carbonization fraction of carbonized charcoal from the concentration of the carbon component in low-grade charcoal, the amount of carbon component generated, and the weight of supplied low-grade charcoal, and controls a valve in a manner so that a target carbonization fraction results. |
