PROBLEM TO BE SOLVED: To provide an illumination lamp and a luminaire, capable of surely suppressing emission loss.SOLUTION: An illumination lamp includes a long light source unit having a light-emitting element, and a cylindrical cover formed so as to extend in the longitudinal direction of the light source unit and housing the light source unit. The cover has a first region positioned on a front face side to be a light irradiation side of the light-emitting element of the light source unit, and a second region connected to the first region and positioned from the connection position with first position to a back face side of the light source unit. On the outer surface of the second region, formed is a reflection film configured to reflect light emitted from the light-emitting element.SELECTED DRAWING: Figure 1B
