PROBLEM TO BE SOLVED: To provide an information processing system for executing only activities observing a business rule in a system for changing activities during execution of the workflow.

SOLUTION: A conversion table storage means of the information processing system stores a conversion table in which the content of processing constituting the workflow and properties of parameters assigned in the processing are paired, a workflow generation means uses the conversion table stored in the conversion table storage means to generate entity data for concrete workflow from workflow instruction data in which processing instruction information constituting the workflow and the parameters are paired, a check table generation means extracts check items from a manual describing items for checking the processing to generate a check table, and a workflow check means checks the workflow generated by the workflow generation means based on the check table generated by the check table generation means.
