A steering wheel and a manufacturing method thereof are provided to make the manufacture of the steering wheel facilitated by manufacturing each component of steering wheel and assembling each component. A manufacturing method of the steering wheel comprises following steps: a component preparation step; a foam member binding step which inserts a top foam member and a bottom foam member in the top and bottom of the chassis and attaches closely; and a cover binding step which surrounds the outer side of the top foam member and the bottom foam member with a leather cover and bond together. The component includes a chassis(112) consisting of a rim and a spoke, a top foam member(114) which is combined in the upper of the chassis, a bottom foam member(116) which is combined in the bottom side of the chassis and sticks to the top foam member, and a leather cover(118) which covers the top foam member and the bottom foam member.
