<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method which are free from printing failure such as image deletion, a white void and white fog due to NOx and a member approaching close to an electrostatic latent image carrier in the image formation by an electrophotographic system or the like. <P>SOLUTION: The surface of a member approaching close to a photosensitive drum 2 and opposing to the photoreceptor drum 2 is composed of a surface member made of a metal element that can couple with a nitrate ion to form a metal salt or made of an alloy material essentially comprising the metal element.
