A passenger air bag tear line safety cutting apparatus of an instrument panel is provided to safely cut the instrument panel along a tear line even when a passenger air bag operates under a low temperature. An instrument panel(10) has a skin and a core, and foam filling the gap formed between the skin and the core. The instrument panel has an invisible tear line(T) formed at a passenger seat side. An air bag module assembly is arranged in the instrument panel. A plate type thermal conductive layer member(30) having a tear line(T3) mating to the tear line of the skin of the instrument panel and a heating element(31) is arranged inside the skin of the instrument panel.
