PROBLEM TO BE SOLVED: To provide a surge absorber which can be manufactured at a low cost and can ensure stabilized discharge characteristics, and to provide a manufacturing method therefor.SOLUTION: A surge absorber includes an insulating substrate 2, a pair of discharge electrodes 3 formed on the insulating substrate and arranged to face each other while spaced apart by a discharge gap G, a gas permeable discharge space barrier layer 4 formed of a porous insulating material on the insulating substrate while having a discharge space S at at least immediately above the facing part of the pair of discharge electrodes, and an airtight layer 5 formed to cover the outer surface of the discharge space barrier layer with an insulating material and sealing the inside. |
