PROBLEM TO BE SOLVED: To identify a cause of a communication failure between a monitoring device and a management device.SOLUTION: A system 1 includes: a monitoring device 6 for monitoring a state of a monitoring target device 7; a management server 20 for receiving information indicating the state of the monitoring target device 7 from the monitoring device 6 to manage the information; a primary router 4 for relaying communication performed through a primary channel 2 by the monitoring device 6 and the management device 20; a secondary router 5 for relaying communication performed through a secondary channel 3 by the management server 20 and the monitoring device 6; and a diagnostic device 10 that is communicably connected to each of the primary router 4 and the secondary router 5. When a failure has occurred in communication from the monitoring device 6 to the management server 20, the diagnostic device 10 remotely accesses the primary router 4 through the secondary channel 3 and determines a cause of the failure on the basis of a range in which normal communication is performed in a communication path from the remotely accessed primary router 4 to the management server 20.SELECTED DRAWING: Figure 1
