PROBLEM TO BE SOLVED: To improve performance to remove a toner from a layer thickness restriction part that restricts the layer thickness of a two-component developer formed on the surface of a developer carrier.SOLUTION: A rotation control part rotates a developer carrier 431 in a normal direction and then rotates in a reverse direction when development is not performed. When the developer carrier is rotated in the normal direction during the non-development period, a voltage application control part sets a voltage ΔV1 of the developer carrier 431 with a potential of a toner carrier 430 as a reference to a voltage V11 smaller than a first standard voltage when the development is performed. "When the developer carrier is rotated in the normal direction during the non-development period" indicates the state where the developer carrier 431 is rotated in the normal direction when the development is not performed.SELECTED DRAWING: Figure 5
