This communication-speed-restricted user extracting device which extracts users subjected to communication speed restrictions from a communication log comprises: a communication log storage unit which stores a communication log including throughput information by user; and a communication-speed-restricted user determining unit which extracts, from the communication log storage unit, a communication log matching a communication environment at a date and time of communication within a certain period, and determines that a user having a different throughput distribution is a user subjected to a communication speed restriction.
