Disclosed are a communication method, an access network element and a user equipment, which can use a UE with a base station capability in a target region as a base station, can provide a base station service for users in the target region, and can save the cost of arranging micro base stations or pico base stations. The method of the embodiments of the present invention comprises: an access network element determines a target region, and determines a first UE from at least one UE, wherein the at least one UE has a base station capability, and the at least one UE is located in the target region or has a minimum distance from the target region of less than a first pre-set distance; and sends an activation message to the first UE so as to activate a base station function of the first UE. Also provided are an access network element and a user equipment, which can provide a base station service for the users in the target region. |
